How to Transfer an IPv4 Subnet within the RIPE NCC Service Region: Step-by-Step Guide

This short guide explains how to transfer IPv4 subnets within the RIPE NCC service region. It covers PA, PI and LEGACY type Internet Number Resources.

  • For PA subnets, the transfer request is always initiated by the current holder (seller).
  • For PI subnets, the request is initiated either by:
    • the subnet holder if they are a LIR, or
    • the holder’s sponsoring LIR, if the holder is not a LIR.
  • For LEGACY IPv4 subnets, please refer to the instruction at the end of this guide.

PA & PI Transfers via the RIPE LIR Portal

Step 1 – Log in and open a transfer request

Log in at: https://lirportal.ripe.net. In the left-hand menu, select Requests → Request a Transfer.

Step 2 – Enter Offering and Receiving Party

Fill in the Offering Party and Receiving Party details using their RIPE ORG IDs.

If your transaction is handled by us, you can find both ORG IDs in the Transfer Agreement you received.

Step 3 – Set duration

On the next page set Duration of transfer to Permanent, if the transfer is permanent, or Temporary, if the transfer is temporary.

Step 4 – Select the subnet (and split parent block if needed)

Click Add Internet number resources and follow the one of the options below:

4.1. Standard transfer (no split)
In the resource list, select the prefix you want to transfer, click Add Resources and then click Next.

4.2. Splitting a subnet (optional)
If you only want to transfer part of a subnet:

  1. Click Split prefix.
  2. In the Select resources to transfer window:
    • Enter the part of the subnet you want to transfer and click +.
  3. If done correctly, you will see:
    • the subnet to transfer in the left column (“To transfer”), and
    • the remaining part of the parent subnet in the right column (“Remaining”).
  4. Click Return to list, then Next.

Step 5 – Upload supporting documents

Upload the following:

  • Countersigned Transfer Agreement
  • Recent company registration extracts issued by the relevant national authorities for both the offering and receiving parties. In case you act as a natural person instead, once the transfer ticket is submitted, you will receive a verification link to upload your ID.
  • If one or both parties are end users (not LIRs): For each party that is not a LIR, also upload a Sponsoring LIR agreement.

If the transfer is handled by us, we will provide you with all necessary, completed documents.

Step 6 – Add contact details

Under Additional information, enter your phone number. The comments field can be left blank.

Step 7 – Review and submit

Check all details and submit the request.

If you are our customer, please send us the RIPE ticket number once the request is submitted.

Transferring LEGACY IPv4 Addresses

If you are a LEGACY IPv4 resource holder, the process is different: you initiate the transfer by email, not via the LIR Portal.

Send an email to legacy@ripe.net and attach the following for each party:

  1. Recent company registration extracts issued by the relevant national authorities for both the offering and receiving parties. In case you act as a natural person instead, once the transfer request is submitted, you will receive a verification link to upload your ID.
  2. A signed “Confirmation of Request for Transfer of Legacy Internet Resources” letter signed by an authorised signatory

Once the transfer is initiated, follow the further instructions from the RIPE NCC until the transfer is completed.
